What’s Wrong With Canadian Fish?

Abstract
This paper considers the current dilemma of the eastern Canadian fisheries in the light of their historical development problems as reflected in Gaspé and Newfoundland and in contrast to the history of the Icelandic fishery. The paradox of being the nearest country to a prolific resource which is nevertheless most profitably exploited by other nations is highlighted, and Canadian ‘failure’ is argued to be structural and perceptual rather than intrinsic to the resource itself.
