Abstract
English: British government guidance to its local agents in England has increasingly urged them into partnerships. This study examines Department of Health papers and circulars on partnership during the 1990s, commenting from the perspective of the voluntary organisations affected by this trend, and making comparisons with other government departments. The examination shows an insistence on collaboration between local authorities and the National Health Service, an inconsistent approach to partnership with voluntary organisations, and a very one-sided view of partnership. The main results are an emphasis on planning at the expense of diversity, and an indirect extension of government influence.Keywords
