Abstract
The Internet offers many resources, but its lack of robustness in service, security, and reliability renders it an interim solution to a true global information infrastructure (GII) that supports worldwide commerce. The development of such an infrastructure depends on more than improvements in technology however; for the Gll to be commercially robust, issues concerning regulations, security, and Guttural diversity must also be resolved.Keywords
