Abstract
A fresh approach to prevent or delay premature institutionalization for impaired elderly at home requiring long-term care is proposed. Labeled community care for the elderly, the projected program coordinates five basic home delivered services provided through a single public agency: (1) health maintenance, (2) help with housekeeping and shopping, (3) meals, (4) transportation to health and essential services, and (5) counseling, crisis intervention, and advocacy. Recommended modification of present state policies is based in part on a policy analysis of current long-term care practices affecting low income elderly, supplemented by a 1971 field survey of dependent yet intact elderly in nursing homes and private households in a selected county in Florida.
