Andragogical problems of building a democratic society

Abstract
The authors have observed essential problems concerning adult education in Estonia. They are well aware that these problems cannot be solved without taking account of the established system of AE in the world from one side, and the needs and interests of the individual from the other. The main objective of andragogical activities in Estonia is considered to be the achievement of the competence and conscious efficiency of the whole adult population and their virtual participation in all spheres of life, as well as their continual self‐improvement. The authors hold it , necessary to deal with AE simultaneously in social and cultural contexts. AE must contribute to the process of renewal and, at the same time, stabilization of society, and yet preserve national culture. The agreement of these opposing aspirations is, in the authors’ approach, one of the initial principles of andragogical activities. The factors of development of society are considered as a system. Development is determined not only by all factors of development but primarily by the connections between them. As the main andragogical problems of the transition period in Estonia the following problems are mentioned: didactic, pedagogical, innovative, managerial, incompetency. In the final part of the paper the authors analyse the field of competence. They are of the opinion that, besides competence, successful action requires the courage to choose and be responsible and also acknowledgement of the right for risk‐taking.
