Abstract
Data from a typical nursing home patient review system were analyzed to investigate potential for community placement and determine whether the review process encouraged such moves. Findings indicate that, although a large majority of patients in intermediate care facilities-level 2 nursing homes displayed a relatively low need for institutional care, very few were recommended for a return to the community, supporting results of other studies. The fragmented nature of long-term care results in key actors in the long-term care system—including patient assessors—not having sufficient information, responsibility, or authority to effect deinstitutionalization.
