Abstract
Despite the good intentions and hard work of staff members, many problems beset the training school system in the United States. Reliance on inappropriate medical models, unclear societal expectations and demands upon staff, questionable work ethics placing seniority and fringe benefits before children's needs, racial tension, overspecialization of staff, inappropriate staffing patterns, and the denial of basic children's rights are some of the factors that aggravate the situation and impede ef fective treatment. This is an account of one agency's efforts to remedy these conditions.
