Abstract
The nature of rules in the context of regulation is examined in this book through theoretical and empirical analysis, providing a broadened analysis of financial services regulation. The study is aimed mainly at gaining a full understanding of the nature of rule making in the regulatory process by using a jurisprudential and linguistic analysis of rules as a basis for suggesting how rules could be used in regulating. The author emphasizes the necessity of understanding policy making and decision making within bureaucracies and organizations when studying rule making, besides developing the potential and limitations of rules. The book illustrates how different factors could affect both the rule's content and its intended use. Keywords
