Abstract
State governments raised taxes a great deal in 1983. This report examines the $7.5 billion of tax increases enacted in 38 states, placing them in the context of the Tax Revolt of the late 1970s and subsequent state fiscal policy. After reviewing the results of initiatives and referenda on tax issues since 1978, the report discusses the prospects for Tax Revolt measures in the future and the fiscal choices facing the states in 1984.
