Terminating Entrenched Policies in Educational Institutions: A Case History of Free Tuition

Abstract
This descriptive and historical case study of the tuition policy at the City University of New York provides an analysis of the policy process in a higher education institution, exploring a concept that has recently entered the policy science research literature, that of policy termination. Four phases of the policy process are analyzed: initiation, implementation, evaluation, and termination; and several factors are identified in analyzing the outcomes of the termination process.Keywords
