Abstract
This paper outlines the derivation of the terms use value and exchange value and their application to the characteristics of the Technical and Vocational Education Initiative and the National Curriculum. It argues, with reference to research into teachers’ responses to change and influence, that there is an intrinsic tension between initiatives which are predominantly characterised by use or exchange value. In the case of TVEI and the National Curriculum, the contest between the cultural imperatives embodied in each of the initiatives is unequal and UK curriculum practice is entering a period of unprecedented central control through an ‘exchange curriculum’.Keywords
