Abstract
A general electromagnetic conductivity tensor for inhomogeneous magnetic field is derived from the gyrokinetic equation for arbitrary frequency and distribution using Littlejohn's Lagrangian approach. A generalized quasilinear operator is also obtained. For the ion-cyclotron range of frequencies, a full wave equation for the fast and Bernstein wave near the second harmonic is derived. Keywords
