Heuristic Guidelines for Analyzing Technology Transfer

Abstract
Technology transfer is the process whereby scientific discoveries and engineering achievements are transformed into useful goods and services. This article focuses on heuristic guidelines, which disaggregate the concept "technology transfer" into a set of processes, specifically, transfer vectors, the cultural objects transferred, and the normative context within which these transfer processes occur. The guidelines are explained within the context of two case studies of technology transfer-one concerning federal laboratories and the other the National Cancer Institute. The following question is also addressed: To what extent can improvements in technology transfer be achieved through legislative mandates? The two case histories serve as test cases for the heuristic guidelines.Keywords
