Abstract
This paper describes the operation of the WHO Healthy Cities project during the first phase of implementation, from 1987 to 1992. In that period, the project developed into a major public health movement at local level, involving networks of over 500 cities throughout Europe and another 300 cities in other parts of the world. It is one of WHO's main vehicles for carrying out the strategy of Health for All, serving as a'field laboratory'for testing that strategy at local level and giving important feedback to WHO and member states.
