Abstract
Cost-based and competitive political pressures are now emerging which may threaten both the traditional political resources of the aging and the future expansion and liberalization of old age policy benefits. For reasons discussed, the most disadvantaged members of the older population — the old-old, the minority old, and widows — may become the principal victims of these pressures. Public agencies serving the elderly may also be confronted by new and more intense demands.
