Abstract
In this paper, generalizations to partially singular optimal control problems of some classical theorems are derived for the case where the Hessian matrix Huu of the hamiltonian with respect to the control variables has constant rank along extremal trajectories. A new necessary condition for optimality is derived and applied to a variant of the Goddard problem. Our main tool is the Moore-Penrose inverse of HuuKeywords
