Abstract
This paper is an attempt to shed some light on the environment/development debate which first really surfaced during the preparations for the Stockholm Conference (1972). The basic approach is simply to separate the issues into problems which both developing and developed nations share, and those which are concentrated in (if not unique to) the developing nations. Solution possibilities are similarly separated, and some modest prescriptions for action and non-action are suggested.
