Abstract
The high-energy proton-proton scattering data are analyzed in terms of -wave and -wave anomalies. Different phase shifts are used for the three waves with total angular momentum . It is found that the data can be fitted without violating charge independence of nuclear forces. These high energy fits vary smoothly with energy and are not in contradiction to the requirements of the intermediate energy (10-100 Mev) data. Inversion of nuclear levels suggested by the shell theory of nuclear forces can also be accounted for.
