Abstract
The state of North Carolina, amid much discussion and controversy, established a regional resource management program for the protection of its coastal resources in 1974. Through the successful resolution of several critical issues, including creating a local land use planning process and managing oceanfront development, the program has built its credibility, its popular and political support, and its ability to address remaining critical management needs.Keywords
