Abstract
The state budget is the heart of the financial system of the USSR: both as the basic fund of centralized financial resources and as the central financial plan of the nation it is organically associated with any other plan. For this reason the place belonging to the budget in the system of planning is characteristic of the general perspective of finances as a certain aggregate of economic relations and of the prospective development of commodity and monetary relations in the nation.
