Abstract
Processes of mental health program implementation and evolution are presented, stressing deliberate techniques used to facilitate desired changes. A program with a benign authoritarian structure interacted with a participant active program with favorable changes in each. Planning and action groups considered not only the programs wishing to change, but also their subcomponents, community relationships, and aspects of their surrounding organizations. Keywords
