The Prison as Dumping Ground: Mainlining Disturbed Offenders

Abstract
Some offenders who are sentenced to prison are emotionally disturbed at the time of their offense and continue to be disturbed through their admission to prison. Such offenders often have difficulties adjusting to confinement and create problems for prison staff A review of records suggests that the imprisonment of disturbed offenders becomes more likely where questions can be raised about their abilities to cope in the community, or where they are resistant to service and/or disruptive. Such issues might be addressed through diversion programs involving interagency arrangements, which would make imprisonment less likely.
