Abstract
Homelessness is rising rapidly in the UK. This increase is often attributed to the existence of legislation entitling homeless people to help. But the increase is most appropriately explained by changes in housing supply and demand. The homelessness legislation has granted rights to some groups of homeless people but not to others. The effect of the legislation is marginal compared to the effect of the changes referred to above.Keywords
