Abstract
The random-phase approximation and the Bogoliubov (adiabatic) assumption are used to obtain longtime expressions for electron and photon operators in the presence of a constant, external magnetic field. These operators are then used to obtain a kinetic equation describing the approach to equilibrium of the system. The results include the dynamical screening of the Coulomb interaction and the "dressing" of the photons. Expressions are also obtained for the density and electric-field autocorrelation functions. The structure of the asymptotic () operators is studied, and it is shown that operators can be obtained that correspond to the creation and annihilation operators for the collective modes of the system.
