Abstract
This paper is an historical analysis of the practice of police cautioning of juveniles and the concept of diversion from the juvenile court. Instead of seeing such developments as an example of penal progress, it argues that they have generated an inflationary spiral in the processing of delinquency cases, leading to greater regulation in the lives of young people.Keywords
