Tobacco advertising and children – the impact of the Voluntary Agreement

Abstract
A survey of the tobacco promotions near places used predominantly by children and young people carried out in Edinburghin 1986 found widespread breaches of the 1986 Voluntary Agreement between the British government and the tobacco industry which is intended to regulate such promotions. This paper reports on the findings of a survey of the same locations carried out a year later. There had been some improvements but still just over half of the shops displayed advertisements which breached either the rules or the spirit of the Agreement. The findings of this survey are compared with those reported in the first annual report produced by COMATAS, the committee set up to monitor the Agreement. Particular attention is drawn to certain areas of ambiguity in the Voluntary Agreement concerning children and advertising.Keywords
