Politiques économiques urbaines et autonomie locale : le cas de Barcelone

Abstract
Despite its difficulties, torn as it is between the state's centralizing tendencies and the region's determination to exercise control, the municipality of Barcelona, Spain, has, thanks to the 1992 Olympic Games and its will to autonomy, implemented an active economic and political policy, which sometimes reaches out to neighboring townships. This dynamism has had positive effects on jobs, the development of urban facilities and the quality of city life ; but its effects have been pernicious on land and housing prices. Social inequality is increasing. To pursue this policy, the city government must adopt social measures for maintaining political participation in, and agreement about, local development actions.Keywords
