Abstract
If human factors measurement techniques are inadequate to provide requisite data, a new measurement paradigm must be adopted to supplement traditional research strategies. One is proposed which focusses on the selection of important research questions for which data are now not available. In addition, the use of experientially derived data as the first step in data collection is suggested. A five point programme to be implemented over a period of years is proposed.
