Abstract
In Part I, which appeared in the January 1971 issue, the author discussed how the welfare system has been used to enforce totalitarian control on recipients. This article discusses the tactical and strategic guidelines for organizers of recipient groups that flow from the theoretical issues of totalitarianism. The subject of equal worth is addressed from three aspects: (1) the recipient's own sense of equal worth, (2) society's commitment to the equal worth of all of its members, and (3) social workers' attitudes about equal worth in their role as advisers to poverty groups.
