Abstract
A study of the relationship of productivity and efficiency to the organization's structure, size, and age (or “time”) indicated that a highly centralized authority structure is the most powerful direct determinant of productivity and efficiency. Conclusions focus on the pervasive conflict between quality and quantity of services delivered and the implications of this for the human service administrator. Keywords
