Serious problems have emerged in primary school instruction in connection with the transition to universal compulsory eight-year education. The primary grades now constitute only a link in the integral process of instruction within the organizationally unified eight-year school. This marks a real change in the social function of the primary school, which has ceased to exist as an independent unit oriented toward the direct preparation of pupils for life.
