Abstract
This paper asserts that residents, state officials, and energy company executives share sufficient common interest to form a basis for constructive cooperation in managing the changes that the construction of new energy facilities tends to cause. In the absence of such cooperation both new and long-time residents are potentially faced with inadequate public and private services and a general dissatisfaction with their community. A rationale is provided for company-community cooperation along with a detailed list of actions available to each. (ACR)
