Small and Medium-Sized Enterprises, Environmental Policies and the Supporting Role of Intermediate Organisations in the Netherlands

Abstract
Although small and medium-sized enterprises (SMEs) play an important role in the Dutch economy, until now they have not received much specific attention in the environmental policy mix of the Dutch government. The ideal way to stimulate SMEs to take environmental matters seriously is based on tailor-made support, but this can be very costly so that some compromise cannot be avoided. The active involvement of intermediate organisations that are trusted by SMEs is therefore an interesting route to reach the large and heterogeneous group of SMEs, allowing measures to be fairly specific. However, not much is known about the different supporting roles of intermediate organisations in the environmental area. This paper gives a glimpse behind the scenes on the basis of recent research projects. It also makes a number of recommendations as to how the government can further develop a genuine environmental policy for SMEs.Keywords
