Abstract
The Food and Drug Administration (FDA) in the United States is now considering whether to license diagnostic kits that would make possible testing and counseling for human immunodeficiency virus (HIV) infection in the privacy of a person's own home. The proposed kit has engendered a sharp controversy. Former Surgeon General C.
