Abstract
Because most planning problems involve a number of complex and interdependent factors whose effects are difficult to separate, the decision-making technique can play an important role in clarifying correct courses of action. This article proposes an approach consisting of a sequence of increasing levels of measurement. This approach can simplify the final decision problem by dropping out some alternatives at early stages in the analysis and making finer measurements on the remaining alternatives.
