Abstract
Deficiencies in local economic structure are very often blamed for the lack of economic growth. The paper is in part an examination of this contention. The concepts of comparative and competitive shift are used to isolate the structural element in relative growth, and an attempt is made to interpret areal variations in competitive shift in the North West Region of England in recent years. The implications of the results for policies of regional development are then considered.Keywords
