Abstract
Spending rates are used in program evaluation both explicitly and implicitly. This article presents an assessment of their use. It also shows that spending rates can be usefulproblem locators although they should be used in conjunction with other data and program analysis. The first section defines the basic spending rate. The second section discusses what spending rates show and describes their limitations. Alternative ways of analyzing spending rates and the advantages of each are discussed in the third section.Keywords
