Abstract
ON July 30, 1965, President Johnson signed into law a bill "To provide a hospital insurance program for the aged under the Social Security Act with a supplementary health benefits program and an expanded program of medical assistance, to increase benefits under Old-Age, Survivors, and Disability Insurance System, to improve the Federal-State public assistance programs and for other purposes."In essence, the extensive and complicated new law provides hospital and nursing-home care, posthospitalization home health visits, outpatient diagnostic services and psychiatric hospital care for all persons sixty-five-years old and over. In addition, a voluntary insurance program to cover physicians' services . . .
