Abstract
Fundamental changes in Eastern Europe raise the question of their implication for South Africa. Both are moving from authoritarianism to democracy. Just as in Poland, where a popular mass movement initially negotiated a temporary power-sharing arrangement with the government, so the ANC (African National Congress) and Pretoria now seek a genuine compromise. If Havel can move from prison to the presidential palace, why not Mandela? These speculations overlook important differences. Unlike Eastern Europe, in South Africa the old state has not been defeated by revolutionary forces, nor was it dependent on a foreign sponsor no longer willing or able to intervene militarily.
