Abstract
The problems experienced by those people and places marginal to the capitalist development process have intensified over the last decade. A significant proportion of the disadvantaged live in rural areas. To address these problems effectively it is essential that rural policies and plans make optimum use of the human and capital resources available. This goal may be approached via the principle of subsidiarity and the practice of Planning for Real. The potential of a community‐informed approach to alleviating the problems of rural disadvantage is illustrated with particular reference to Skye and Lochalsh.Keywords
