The financial activities of parish and town councils in England

Abstract
Surprisingly little information is available on the lowest tier of local government ‐parish and town councils; but a recent survey by Aston Business School has sought to remedy this. Spending by these local councils was found to vary greatly, accounting for over £120M a year in England. Local councils also showed considerable ability in generating funds from their own resources, including rents, charges and investment income. Through their discretionary powers, they were able to facilitate a whole range of services for the benefit of their community, in addition to their main functions of providing parks, community halls and burial/crematoria facilities.
