Abstract
Robert Weaver treats us to a picture of the enthusiasm with which HUD was established and the debilitation of the agency's goals, priorities, and programs by administrations whose emphases lay elsewhere. Among HUD's initial priorities were the establishment of a strong fair housing law and an increased emphasis on addressing housing discrimination and racial segregation. The highlight of this agenda was the 1968 Civil Rights Act, Title VIII of which substantially expanded the limited coverage of the earlier Executive Order 11063 and Title VI of the 1964 Civil Rights Act. Thus began the modern period of fair housing, marking the nation's passage from the practice of active discrimination to an (intended) active commitment toward equal opportunity in housing.Keywords
