Abstract
Editor's Note: This Forum represents a departure from previous formats. Instead of focusing on different authors' perspectives on a particular topic, it involves the application of a specific framework to a set of five countries and explores how well the factors embedded in the framework facilitate understanding what is happening today in civil-military affairs in one part of the world. At issue is how does knowledge about the military's role in the democratization process help to explain civil-military relations in five Latin American countries whose turn to democracy was preceded by military-authoritarian rule. As with all Forums, the editor welcomes others' considered reactions to the arguments presented here.
