Abstract
Estimates vary as to the extent of global warming caused by greenhouse gas emissions and depletion of the ozone layer, but there is general agreement that they are happening. It is difficult to assess the benefits of allowing, preventing and abating these emissions at source, and so attributing these benefits (and associated costs) to individual projects is unreliable. National ceilings provide a means of estimating a national abatement cost which could be included as a shadow cost in project appraisal.Keywords
