“Burning Out” versus “Punching Out”

Abstract
Burning out among air traffic controllers is the syndrome of depression, anxiety, fear of a midair collision, insomnia and inability to function professionally with confidence. Individuals who suffer such reactions are rapidly retired for medical reasons from air traffic control work. Removal from control work generally results in a rapid abatement of the symptoms. It is accompanied by a loss of initiative to return to work. Under the Federal Employment Compensation Act (FECA), air traffic controllers who are medically retired with job related disabilities and who suffer a complete loss of earning capacity are entitled to 2/3-3/4 pay tax free. Present procedures for disability determination seem naive and vulnerable to the charge of malingering and fraud, while at the same time stigmatizing those traffic controllers who are genuinely in need of disability income.
