Abstract
Measures aimed at containing the process of urbanization may be identified as occurring in association with certain types of authoritydependency relationships in societie,s. A core-periphery relationship exists in the South African spatial system comprising a White unconstrained and a non-White constrained spatial sub-system, respectively. An examination of urbanization surfaces representing the spatial organization of the economy, on the one hand, and of modernization, on the other, shows considerable differences in their degree of isomorphism and, therefore, of integration. Dysfunctions in the system arise out of the twin goals of the policy of apartheid which seeks to promote economic growth in core areas, on the one hand, and to arrest processes of urbanization normally accompanying that development, on the other. Keywords
