Abstract
THE aetiology of drug misuse is complex and multi- factorial. This paper argues the case for locating education about drugs firmly in the context of a broad programme of general health and social edu cation. It is based on the assumption that complex problems require sophisticated solutions. An outline design for a programme of personal and social edu cation is described and its main curricular elements are examined. The relationship between these com ponent parts and current drug education projects is then discussed. The broad personal and social edu cation strategy is contrasted with drugs-specific mass media-based publicity campaigns. Keywords
