Abstract
This Letter accounts for the observed (i) enhancement of and (ii) suppression of relative to in terms of (i) the ratio of leptonic decay constants and (ii) different effective Cabibbo angles in noncharm and charm sectors. Strong new constraints on mixing angles in the six-quark model are implied.
