Abstract
As landfills fill up they become more and more difficult to site. Increased pressure to place these locally unwanted land uses builds up in areas where land is less expensive and political resistance to siting these uses is perceived as lower. These communities have been, and continue to be, disproportionately communities with high populations of African Americans, Chicanos, and Native Americans. Recent government reports and court cases document the beginnings of scientific research on this important land use dynamic. More research at the community level is necessary to fully understand the complex nature of this unfolding and inescapable pattern of local land use decision making.
