Developing a Language Programme

Abstract
The paper describes the nature and development of the lan guage programme for one of the world's largest single ESL pro grammes, viz., that of the Australian Adult Migrant Education Program. The syllabus development approach adopted was needs- based with the language specification integrating themes, situa tions, functions, notions, syntax and cultural information and using as its intergrating methodological principle "community involvement." Development of the programme and streaming and assessment within it required the development of a proficiency rating scale, the ASLPR. The paper argues that the approach adopted is as relevant to foreign as to second language teaching and refers to the results of an evaluation of the programme's success.Keywords
